The Medicare Prescription Drug, Improvement, and Modernization Act (Public Law 108-173, also called "MMA legislation") is a law of the United States which was passed in 2003.



The Medicare Prescription Drug, Improvement, and Modernization Act (Public Law 108-173, also called "MMA legislation") is a law of the United States which was passed in 2003. It produced the largest overhaul of Medicare in its 38-year history. Originally calling for spending of $395 billion in its first decade. Its passage, after nearly six years of debate and negotiaton in Congress, came after crucial support from the AARP. It was signed by President George W. Bush on December 8, 2003, after barely passing in Congress.

 

Only one month after passage, controversy ensued after the 10 year cost estimate was revised upwards by more than $100 billion to $534 billion. It was learned that administration officials, prior to the bill's passage, had threatened government analyst Richard Foster with dismissal if he revealed that the actual cost of the drug bill would be over $100 billion more than the $395 billion figure that the administration was providing to Congress. The inaccurate figures helped secure support from fiscally conservative Republicans who had promised to vote against any bill costing over $400 billion.
